Branches are formed in local communities where individual members meet on a regular basis.  All members are volunteers.

A number of branches, within a region, form a Group.  There are currently 40 Groups within the State.

Representatives from each Group form the State Council along with elected State Office Bearers headed by the State President.  State Council manages the activities of the Association.  The Association’s Patron is Mrs Jan de Kretser, wife of the Governor of Victoria, Professor David de Kretser.

The administration of the Association is carried out by paid staff.
